I'll be honest...I did it almost right after wards. It was stupid, and I did not heal as quick as I should of. I could have caused an infection, blah, blah, blah....but I always rinsed after wards with an alcohol free mouth wash. Smoking may irritate it, but your teeth will too, and everything you put in your mouth. I have had mine pierced twice. The first time I took it out because I chipped a tooth, and the second time was because I did not want to work at a tattoo shop anymore, and wanted to start my real career. Just be careful.

Try to give it 5 weeks, just to be sure.
You should be good to go with no problems.

It takes longer than 3 weeks to heal.
Sometimes, for it to completely heal, it can take months.
Smoking before, yes, can cause infection, or just make it heal slower.
Afterwards though, it shouldn't bother it much
I have a friend that smokes with his, but he complains of it being sore sometimes (although he won't believe that smoking might be the reason :-P )
